Many managers are well aware that they are losing market share to quality foreign competition, especially to Japanese companies. Western managers seem unable to put the ideas of Quality Management into practice. This is because common sense urges managers to "boss-manage" workers in an attempt to make them productive. While bossing will produce work, dissatisfied "bossed-workers" will not do the quality work that is needed to regain the competitive edge.
